Accounts and Payroll Clerk


The Pawnee County Sheriff's Office seeks a highly skilled Accounts and Payroll Clerk to oversee critical financial and administrative functions. This pivotal role is responsible for but not limited to maintaining fiscal integrity, ensuring operational efficiency, and supporting the department's mission through expert financial management. The ideal candidate will excel in accounts payable, payroll administration, jail billing, purchasing compliance, and general office administration while adhering to county, state, and federal regulations.

Requirements

  • Education and Experience:
    • Bachelor’s degree in accounting, Finance, or Business Administration preferred
    • Minimum of 2 years of experience in accounting or related field
    • Professional certification (e.g., CPA, CPFO) preferred
  • Skills and Competencies:
    • Advanced proficiency in government accounting principles and financial management software preferred
    • Expert-level skills in Microsoft Excel and proficiency in other MS Office applications
    • Strong analytical, problem-solving, and decision-making abilities
    • Excellent verbal and written communication skills
    • Exceptional attention to detail and organizational skills
    • Ability to maintain confidentiality and handle sensitive information with discretion
    • Proficiency in multitasking and prioritizing in a fast-paced environment
    • Strong interpersonal skills and ability to work effectively with various stakeholders
  • Required Certifications and Training:
    • Must complete the Oklahoma Sheriff's Association Administrative Assistant's Academy within one year of hire
    • Commitment to ongoing professional development and staying current with relevant laws and regulations

Responsibilities

  1. Financial Management and Reporting:
    • Process all financial transactions, including accounts payable and receivable, with meticulous attention to detail
    • Conduct regular account reconciliations to ensure accuracy and completeness of financial records
    • Prepare comprehensive monthly financial reports for the Sheriff, including budget variance analysis and cash flow projections
    • Assist in annual budget preparation and ongoing budget management
    • Support external audits by preparing documentation and responding to inquiries
    • Manage multiple accounts
  2. Payroll Administration:
    • Manage monthly payroll processing for all department employees
    • Maintain accurate payroll records, including new hires, terminations, and status changes
    • Ensure compliance with all federal, state, and local payroll tax regulations
    • Prepare and submit required payroll reports to the County Clerk's Office
  3. Jail Billing and Revenue Management:
    • Process and manage all aspects of jail billing, including inmate accounts and reimbursements
    • Generate and send invoices to appropriate agencies for inmate housing and services
    • Monitor and follow up on outstanding payments, maintaining accurate records of all transactions
    • Reconcile jail revenue accounts and prepare related financial reports
  4. Purchasing and Procurement:
    • Manage the department's purchasing processes, ensuring compliance with county and state regulations
    • Encumber funds for all departmental purchases, maintaining accurate records in the financial system
    • Obtain and evaluate quotes from vendors for goods and services
    • Generate and process purchase orders, tracking them through to completion
    • Conduct regular reviews of purchasing practices to identify cost-saving opportunities
    • Maintain relationships with vendors and negotiate favorable terms when appropriate
  5. Compliance and Risk Management:
    • Ensure adherence to all relevant financial compliance requirements, including proper management of W-9 forms and sales tax regulations
    • Collaborate with the county clerk and the office of the state auditor to maintain financial integrity and transparency
    • Stay informed of changes in financial regulations and implement necessary procedural updates
    • Assist in developing and maintaining internal controls to mitigate financial risks
  6. Administrative Support:
    • Serve as the primary point of contact for the finance department, managing communications professionally and efficiently
    • Maintain a well-organized filing system for all financial and administrative documents
    • Coordinate meetings, prepare materials, and draft correspondence as needed
    • Manage office supplies inventory and oversee general office operations
    • Support interdepartmental collaboration on administrative and financial matters
Physical Demands and Work Environment:
•    Primarily office-based with standard physical demands of an administrative role
•    May require occasional evening or weekend work to meet deadlines
